FCC Regulatory Panel
The Regulatory Panel will feature high level staff from the FCC and address “hot button” items of concern to public safety, including a national broadband network, narrowbanding,  wireless E911, and 800 MHz rebanding.

Immediately Following the FCC Panel APCO will host a townhall meeting that will provide APCO members with an opportunity to hear from federal officials and begin a dialogue on the need for and scope of a federal NG911 regulatory framework, and how NG911 will accommodate 911 services in a broadband, IP-based environment.

2010 Haiti Earthquake: Disaster Communications Restoration Lessons Learned
The Haitian 7.0 Earthquake on January 12th 2010 caused the largest loss of life in the Western Hemisphere’s recorded history.  The event decimated communications infrastructure and personnel, challenging response and recovery efforts.   Because of the geographic proximity and close physical, cultural and economic ties to the island nation of Haiti, the United States government mounted one of the most intensive international disaster support operations in history.
Nearly all US government capabilities and relationships were brought to bear to support the response and recovery effort.  The plenary session will focus on the status and reconstitution of strategic communications infrastructure damage, local wireless, wire line and ISP services, satellite communications disaster requirements and reconstitution of 114 emergency call services and emergency communications to Haitian National Police.
 The plenary session will invite representatives of the Federal Communications Commission Public Safety and International Bureaus, the National Telecommunications Information Agency, the National Communications System’s National Cybersecurity and Communications Integration Center (NCCIC), the US Coast Guard’s Deployable Communications Unit, FEMA Disaster Recovery, Department of State’s US Agency for International Development (USAID) and members of APCO’s Executive Board.
There will be an extensive visual slide show of communication damage in Haiti and impact analysis.  APCO President Dick Mirgon will discuss the development and implementation of the APCO PSAP restoration plan, which was developed based on Katrina after-action studies by APCO and the public safety communications community.
